Unable to download the list of available providers

I got the following error when Visual Studio Code started up reporing that a the package installer needed updating It tried to run the follwing command. This produced the following Error. After looking around it turned out to be that TLS 1.2 needed to be enabled.

Error setting up Windows 2012 R2 on Hyper-V

Was setting up an evaluation copy of Windows Server 2012 R2 and getting the following error. Not sure how many instances this can happen in so in mine turned out the fix was the VM needed at least 1024Mb startup Memory.
